When Will tries to play both sides, Hannibal vs The FBI (Jack) he chooses Hannibal (sometime around when he is complicit in maiming Mason but maybe even earlier) but everything goes bad and Will is rethinking his decision to let Hannibal go free and not go with him. Hannibal is rethinking his decision to let Will go without killing him.
They’re both wavering. Will strikes out at Hannibal. Hannibal strikes back. But then Hannibal saves Will at Muskrat farm. What kind of reciprocity can Will offer now? He can save him in return. That is, he can let him go free again. Like he did in the first place.

Will lays it out on the line. Neither of us can be victorious. Hannibal says he sees Will as victorious. He wants Will to kill him and I think he has wanted this ever since he set Will up. But this isn’t what Will wants. Hannibal concedes this point to Will, “We are in zero sum game”. They have this game of reciprocity, tit for tat, I hurt you, you hurt me, even steven, but Will doesn’t want to play anymore. So, Will basically rewinds it. He makes the universe contract. He lets Hannibal go free again, like he did in Season 2. This time Hannibal accepts Will’s definition of love by leaving without him and not hurting him but at the same time he shows Will that his freedom doesn’t mean anything to him anymore by giving himself up. His freedom is worthless without Will.
Will’s fear of being in a relationship with Hannibal is that Hannibal will choose his own amusement over him. That one day he will follow that train of thought, his curiosity will get the better of him, and he will try to hurt Will again or kill him just to see what would happen. This is why even after all this time he can ask Bedelia honestly if Hannibal is in fact in love with him. Bedelia says yes, and Will finally lets himself believe that Hannibal loves him more than himself. He can see that Hannibal has waited for him and that he isn’t willing to kill him anymore for the sake of reciprocity. “My compassion for you is inconvenient.”
Hannibal’s fear of being in a relationship with Will is that Will would choose other people and his own morality over him. “You don’t want me to have anything in my life that isn’t you.” Once Will leaves his family for good and gives up his morality completely by working with the Dragon, Hannibal doesn’t have any fear anymore. There are no more obstacles in the way of them being together at this point.
Will accepts Hannibal’s definition of love when he accepts himself as a killer and declares “It’s Beautiful” and shows he is capable of being the one to kill Hannibal by pushing him over the cliff but shows Hannibal it is a worthless thing if it means he won’t have Hannibal. So he goes with him over the cliff.
Now that they’ve accepted each other’s love, it becomes a new definition that they share together. Equal killers who are free together.
Hannibal has waited for Will. Will has freed Hannibal. Will has chosen Hannibal over everything good in his life. Hannibal has protected Will instead of testing him. They can now finally move forward together as a unit, a family, instead of as rivals playing a game with each other, who are sometimes convenient partners.
The fall from the cliff is a trust fall. They can trust each other now finally as they never could before. After the credits is a glimpse of their domestic life with each other as a true family, killing someone who had gotten in the way of their relationship before, together. The game is over and they’ve both won.
